EU allocates 45 billion euros to build an independent chip ecosystem

According to the Global Network, citing the Financial Times, the EU is currently promoting the EU Chip Bill, which plans to allocate 45 billion euros to enhance Europe's indigenous semiconductor production capacity, while reducing dependence on manufacturers such as the United States. It seems that the lessons of the European energy crisis are still too deep, not only for the EU to recognize the true nature of the United States, but also for EU countries to recognize the importance of strategic autonomy.

In fact, as early as before the official launch of the U.S. Chip Act, the EU had proposed to strengthen the EU semiconductor ecosystem, and European Commission President von der Leyen also said that Europe needed the Chip Act, at the time, mainly due to Europe's own industrial development dilemma considerations.
Around 2005, in order to increase opportunities for foreign investment while reducing production costs, many European semiconductor manufacturers chose to relocate their local European supply chains to East Asian countries where labour costs were lower. Although costs were reduced, Europe also lost its complete supply chain.
With the rapid development of the semiconductor industry, more and more countries are beginning to increase their investment and R&D production in this sector. The negative impact of the chip shortage in the past few years has been increasingly widespread, with even the director of the US White House National Economic Council previously stating frankly that problems with the semiconductor supply chain could lead to a one percentage point drop in US gross domestic product in 2021.
After this, many countries began to pay attention to the integrity of their local semiconductor supply chains, and the EU, which has only an 8% market share left in global chip production, is certainly no exception, except that while the EU's plans are still in their infancy, the US has already made a comprehensive arrangement.
U.S. President Joe Biden officially signed the "Chip Act" in August this year, and then also invited Japan, South Korea and Taiwan to jointly form a "chip four-party alliance" in the field of chips, intended to attract high-end semiconductor talent, to create a fully localized production supply chain, so that the United States to obtain the global chip market dominant position in the global chip market.
The Financial Times said that the EU is focusing on TSMC, Samsung and Intel three semiconductor companies with the most advanced process, hoping to create a "semiconductor ecosystem" to compete with the United States. The EU has been promoting TSMC, Samsung and Intel as semiconductor industry manufacturers to establish cutting-edge chip factories in Europe to produce the latest generation of chips. However, at present, apart from Intel, other companies are not enthusiastic about this.
